I once had a friend who worked at an employment agency downtown, back in the 
mid 90's.  I don't think it was General Employment; I think they were a more 
specialized agency.  

At any rate, he got paid based on piece-work:  if he found someone for a job 
posting, he got paid.  Otherwise he received nothing.  He eventually quit 
because he just couldn't bring himself to talk to people who were already in 
jobs they liked in order to try to convince them to jump ship.

I may have visited their office when I first got into town back in the early 
90's.  I remember leaving thinking it was a waste of time to have visited 
them.
