I ended up going with www.Access-4-Free.com 1st 10 hours free, next 10 at $1 per month, no cost thereafter subject to some limits. This is sort of a hybrid service - no banner ads and no cost if you stay under the 10 hours.
Other low cost services recommended include:
www.550access.com
www.gcfn.org
www.copper.net
www.flex.com
www.peoplepc.com
Any of these can get the reluctant started at low cost.
