[COLUG] Cloning Linux systems?

For those following my travails, I have been banished
to Rural Ohio, and someone else will be hosting my
webserver at another location.

I have purchased 2 identical computers.  I would like
to use one as the production system which will be
hosted at the remote location, and another as a clone
development system.  From time to time, I would like
to transfer the changes from the development system to
the webserver.  I have not yet decided upon a Linux
distro, but I'm leaning towards Red Hat/Fedora, due to
a lot of Red Hat experience.

What is the best way to clone a new Linux system, and
maintain the changes to the system over time?
