[COLUG] pppoe anywhere?

I have a work invoked question regarding pppoe.  If a person has a pppoe 
account can they go any ware within the network region and connect to 
there account?  I do assume there has to be a modem and dsl line to 
connect to at the new location.

If anybody has a good resource for the engineering and inter workings 
behind dsl/pppoe I would appreciate those links and or references.
