Virgin Mobile.

I bought one for my wife.  Minimum $20 every three months.  If you use it very little, there's no better option (imho).

All the other prepaids need at least $10-20/month to keep them active.

Virgin doesn't have the best rate ($0.25/min for the first 10 minutes of usage per day, $0.10 thereafter), but the lack of a $$$ minimum per month made it an attractive option.

It uses the Sprint PCS network.

Oh, and incoming text messages are free.  So I can send my wife text messages all day long for no cost.
