I haven't tried it with wget, but from a browser I regularly use:

http://webpac.columbuslibrary.org/cgi-bin/wpay1154.shtml?patronid=1234567890&patronpin=1234

where 1234567890 is the account number and 1234 is the PIN,
to get the the "About You" page directly.
