Or it could be that the payment processing entity is having
difficulties, which has nothing to do with the language in which the
front-end form was written.

Or it might have been a completely bureaucratic, non-technical problem
that wasn't planned for, and the application gave a non-sensical error
message.

These things happen.  It's an imperfect world in which we live.  Stay
tuned: when I hear that the problem is resolved, I'll be sure to post
about it.
