Only Russ can answer that. 

Many system administrators are wary of being responsible for 
content put up folks who are essentially unknown strangers. 
It also takes much work to lock down and monitor something 
like a Wiki, yet still make it usable. 
Wikipedia itself has gone through growing pains.
