I've been happy with DreamHost (http://www.dreamhost.com/).  Their base
plan runs $10/month (or $8/month if you pay for 2 years).  It gets you
200GB disk (which is great for off-site backups), 2TB monthly transfer,
shell, gobs of email accounts, unlimited domains/subdomains/databases,
and a whole bunch more.  I can't really think of any feature they don't
offer.  Support seems good enough, and downtime has been reasonable.
