If it was the power supply, most likely you would not get power to the fan. if 
it was the motherboard you should get beeps.

From your description of the problem the computer is not doing the POST  so it 
sounds like you have a faulty BIOS chip. This is the reason your not gretting 
any video or keyboard signal, because it's not getting past the POST stage.
