I don't see this as any different to any other parenting task.

My kids have rules for watching TV, and my eldest has rules for
surfing, using the PS2, etc.

As they grow older, they'll be taught the appropriate rules for
whatever privilege is involved (and these are privileges, not
rights!), and if they break 'em, they'll be treated the same way
we used to be treated by our parents ;-)
