[COLUG] Best place for modifying path

I want to modify my path.
I want to modify the path for all users.
Modern linux, redhat , ubuntu and the like.

What is the place and where are the overview docs on that ?

I have gotten so used to just hacking away in a way that works for  
me. But I want to know what he "correct and apropos " way of doing  
this is.

Any suggestions.

/etc/profile seems like the most likely candidate .

Will /etc/profile be read when a new console is initiated in an  
already open xwindow ?

Opinions, flames, alternatives.. ?
