monster-isp.com is a secondary branding of copper.net, and cheap-56k.com
is an alias to monster-isp.com. Note that both copper and monster
advertise the same PO box in Mount Vernon, OH as their contact address.
This does not look like a keyword ad -- it looks more like a server side
addition, such as a footer.
In terms of whether it's appropriate to advertise... I don't know the
specific arrangements involved. There are sometimes "benefit-based
contracts" that allow third parties to advertise on tax-funded websites.
The strict prohibition on web advertisment was only within the .gov
gtld, last time I checked (which, granted, was in 2004).
