It is in the kernel-devel package according to 'yum whatprovides'.
Did you make sure the kernel-devel package matches the running kernel?
 (i.e. maybe you are running a xen or pae kernel and you installed
kernel-devel and not kernel-xen-devel or kernel-PAE-devel)
