Assuming you have "Use Openoffice.org dialogs" unchecked in your
preferences and you are using GNOME....

Select the file type either from the drop down or the hidden "File Type"
widget that is below the selector in the GTK+ open dialog. I imagine the
one you would want is "Text CSV". Alternately, the generic "Spreadsheet"
type appears to include .csv and .txt files.
