Sure it's all just an integer when you get down to it, but when you put it 
in a time context you have to account for consistent units:
(time0 in UTC) + (t seconds) = (time1 in UTC)
(time0 in UTC) + (t seconds) + (local timezone offset) =
  (time1 in local timezone)
