Jim,
I really appreciate the help in figuring out how to fix this right click
problem. I used the xev command as you suggested and here are the
results. First button press event is a right click and the second
sequence is a left click:

Then I tried moving the mouse while right click and this is the main
difference I saw:

I don't see a major difference between what you sent and what I get,
except the KeymapNotify event. Sometimes it shows 68 and sometimes 69.
I already tried another mouse and same problem. Also tried another USB
port with the same results. I checked /etc/X11/xorg.conf and compared it
to a working system in our building and don't see anything different.
I have not tried creating another user. Will try that soon and report
back. Also will use xev on the other system and see if it gives the
KeymapNotify event or not.
Thanks for the great ideas. I'll keep looking.
