"The" fan? Which fan are you talking about? 

How many fans does your computer have? 
Most have two. Some have none, one, or more than two. 
One is an uncommon number of fans for a tower computer. 

Does the power supply fan work? 
Look through the grill of the power supply. 
Smell your power supply. After a shutdown, does it smell hot? 
After a shutdown, feel the power supply case. Is it hot? 

Does your video card have a fan? Does that fan work?
