[COLUG] [OT] Anyone know of cheap Xen/Virtual hosting in South American?

I've been trying to find somewhere that does cheap Xen hosting, or would
be willing to sponsor e164.org (non-profit) in South America to reduce
latency for DNS lookups, however I don't know much about the way optic
fibre is laid in South America to work out which country would be best
suited to have minimal latency to reach most South American countries.
