Duane,

I would suggest the following.

Find someone who will sponsor by exploring whoever is mirroring the  
Open Source stuff in South America.

See who is mirroring apache, mysql,  Debian and the like  in South  
America and then ask them if they would like to sponsor or know  
someone who would.

As for finding a well connected location.  Ask the LUG's down there.
