Perfectly friendly.  There's an "I agree to the terms of service"
splash page, and then you're free.  No name or password or other
identifier required.

If memory serves, you can perform DNS lookups without agreeing to the
terms of service, so you might be able to get online via IP-over-DNS:
     http://www.perrier.eu.org/weblog/2008/04/14

Dunno -- never tried to get online from anywhere other than Panera.
