ummm UDP/69 -- RFC 1350  --  bootp/dhcp is 68

The little state machine clients doing PXE in NIC's are pretty 
simple minded, and a network hit or 'stampeding herd' can kill 
booting, in the initial retrieval, until one can change over 
to TCP -- One has to plan for that in provision thin client 
deployments of any scale.  Been there, have the scars ;)
