Another data point.  If I try to upload from a shell on the home machine to 
work, then the xfer goes as I described in the earlier post.  If I put the 
file on my home gateway and download it from work, then the transfer works 
fine.  

The transfer rate behaivor is interesting as well.  At home, it starts as high 
as 500k/sec then decays to 0k/s.  If downloading from home using a console at 
work, then I get a steady 40-50k/s and the transfer completes.
