[COLUG] Time Warner Screwing With Protocols?

For the past few months I have been having trouble with scp from my home 
machine to work.  Switching to sftp would cure the problem but now I'm having 
trouble with that as well.  Basically, I can transfer about 400k or so before 
the connection speed starts dropping.  By 800k, the transfer completely 
stalls out. 

I've been reading that ISPs have taken to mangling most anything except 
downloaded unencrypted http traffic.  Does anyone else think that Time Warner 
is pulling these shenanigans here as well?
