Nor here (on Insight, but I think they buy their internet service from
Roadrunner, the same as Time Warner).  I just got >800kB/sec from one
of my servers to the home box here over an scp connection.

However, I have noticed that in general things have been pretty pokey
for the past several days.  Many sites I'm used to getting full or
nearly full throughput from are settling down to only about 200kB/sec
or so on large transfers.  No dropped connections yet, but the slow
throughput is enough to be noticeable.

Also be aware that scp seems to start the transfer before it sets up
the throughput line, so it initially overstates the throughput a bit,
although this usually quickly regresses to the correct value.
