[COLUG] Gnome Bottom Panel

I'm using Ubuntu Dapper with Gnome 2.14.3. I do a lot of work with the
Python IDE, Idle. Each time I open a file in Idle, it opens in a new
window and that window has an icon in the bottom panel. I find those
icons handy for switching among windows.
I played around with different Gnome themes and now sometimes when i
have several windows open, they all combine into a single "Top Level"
icon in the bottom panel, but there doesn't seem to be any logic to when
they are combine or are separate. Sometimes, I can have 10 different
icons in the bottom panel, but this morning, I have only 4 windows open
and they are combined. How is this combining controlled? I think it
would be handy to combine / uncombine as needed.
