The primary problem is with faxing.  They are expanding and there will be two 
webservers on failover for each other and an additional insurance agency.  
Hence the need for three IPs/lines.  Also, two to three simultaneous 
conversations and perhaps an incoming fax are likely.  A bit choppy could 
turn into totally impossible.

They already are experiencing troubles with Time Warner in that regard.  The 
net access gets slow too.  It appears their segment is oversold and there is 
no fiber in the building.  So they are wanting to do something else.  
Reliable VOIP/IPfax are paramount and acceptable speed for business web use 
are the criteria.
