OK for content in addition to rpm-ed there is the ongoing hammer Maximum
RPM into shape project (in cvs and snapshot linked on site).

Good start would be the fedora-docs projects howto/tutorial stylesheets
- using docbook xml to do the markup.  Maximum RPM is in docbook sgml
using jade IIRC.
