Phil J's Mail Header re-writing approach

Group member Phil Jensen has posted his approach to
mail header re-writing . This addresses the
frequently frustrating issue of maintaining an
internal domain with multiple hosts, and yet
being able to seamlessly hand off external mail
in a fashion by which an ISP's mailhandlers won't
reject it as an attempt at 'Unauthorized Relaying'

to a commercial standard. It's thoughtful, and
